I’ll be almost disappointed if the NCAA rules are less than crystal clear.

Here's a excerpt from a transfer FAQ document (link is a PDF, but here's the originating website page) on the current NCAA website:
Q: DOES THE SPORT-SPECIFIC TRANSFER WINDOW TO REQUEST NOTIFICATION
OF TRANSFER ALSO APPLY TO POSTGRADUATE TRANSFERS?
A: Student-athletes who are on track to complete their undergraduate degree by end of the year
(e.g., two semesters) may be entered into the Transfer Portal at any time between August 1 and the
end of the student-athlete’s sport-specific transfer window.
My reading is that if you are starting your graduate career, you can enter the portal August 1 to Jan. 16 of the next year (for football). However, if you are transferring from one grad school to another before you receive a post-grad degree, you are restricted to the transfer window (Jan. 2-16 for football).

Thanks for finding that "want-to-transfer" page. That led me to the bible of the rules, which is here:

It is something written by lawyers and resembles the crap that is in fish and game regulations that is very hard to read.
You have a written rule and then you have exceptions. So for example in this case, there is a main rule that defines the portal process/dates and then there are exceptions. Coaching changes is one example of an exception.
I believe the change in the graduate student situation was probably handled by removing an exception that used to be there in previous documents that are probably not available to easily check anymore.. The main rule for football simply does not specify undergraduate or postgraduate, so it applies to both. The only place where it is obvious, is in the section about signing aid agreements.

Thanks for linking the full rule set. I agree with your assessment. The FAQs must not have been updated to show that the football rule is now different.
 
Que’sean Brown is transferring to VaTech
That feels like sort of a weird choice. Lateral move (at best) in terms of performance in recent years, and he must really be excited about James Franklin to choose Blacksburg over two SEC progrums (even though Florida is a mess right now).
I don’t wish Que’Sean ill, but I don’t think I really get this. I’m sort of glad we don’t play the Hokies this fall because I think it would arouse some less than charitable feelings in me.

Yeah, one of the reasons James Franklin was fired at Penn State was his failure to develop their passing game. A major part of that was a weakness at WR, either not recruiting well for the position or not improving the performance of veterans there.

James Franklin will probably use Que'Sean as a return man but no confidence he'll do much at WR.
