First time in off topic!

Does anyone know what times the track can/can not be used by the community? I don't believe outdoor track is in season, yet the facilities page seems to suggest it's only open 5-6 am and 6-10 pm. That seems awfully restrictive, so much so I'm doubting it's correct.
