It's been a few years since I flew into Shannon, but I found the customs process reasonably efficient - probably around 20 minutes or so in line. We got there on a Wednesday morning, if I remember correctly.
Will be flying in to Shannon's airport in a week or so, arriving around 8:30 am on a Sunday.
Is the customs clearance time efficient, or slow? If we want to reserve a train out of the airport, should we allow, say, 2 hours, or would that time of day be less hectic than others?

Last time I flew into Shannon was fall of 2010. Pretty straight forward & efficient customs clearance. The only hiccup I remember was long lines at the car rental place, but if you're taking a train, that wouldn't apply.
We flew into Dublin, so I can't help you. I can, however, mention the bit of trivia I heard while there: the "Irish Coffee" was invented in the Shannon Airport to greet travelers.
Then I'd be sure to visit this shop:
