So a really good friend of mine and former Line Monitor is in Qatar for the year and wants to watch the games. Any good way that she can do that? I'm not sure of any good way.

You or one of her friends or family members here in the States could purchase a Slingbox. It allows you to watch the TV connected to the Slingbox from any Internet-connected computer in the world.
The picture quality is dependent on the quality of the internet connections on both ends, but if you have decent DSL or Cable capacity on both ends the picture should be watchable. Its not 1080p HD but its better than nothing.
I know others (I think this is how Deslok watches most games in the Far East) have used with success.
Second the Slingbox recommendation. She may also be able to talk ESPN into giving her ESPN 360 access -- I have that through my internet provider, and it's fantastic.
