NCAA changed the rules/system on transfers. (https://www.ncaa.org/about/resources/media-center/news/new-transfer-rule-eliminates-permission-contact-process)

Now, when a player decides to transfer, they get put in a database within two business days and all other schools can then contact them. No permission from the university is required.

Perhaps more significant is the change to allow redshirt football players to play in up to four games. (https://www.ncaa.org/about/resources/media-center/news/di-football-offer-more-participation-opportunities)

Out of curiosity, I Googled him to see where he wound up. The answer? Jail.
Good luck getting a school to engage interest when you start your season under suspension, then go to jail for beating up your girlfriend after you quit your team.
