Actually a balloon filled with oxygen-acetylene would make something like a bright, white flash and a really big boom. If that balloon was elevated by a helium balloon and then ignited then you might get something like the video.

I'd think that windy conditions would mess up the prank. Just compare the observed wind speed with the dates/times that the disturbances were recorded. . .

Those are fun. The only thing is someone is waking up at some ungodly hour just to go blow up a balloon? Plausible, but that's almost stranger than aliens.
