I think what you are misunderstanding is that these people are not giving up their Duke fanhood, they just don't want to put more of their money into NCAA events which they view as being run by a corrupt institution with the goal of making money at the expense of the student-athlete. Possibly over-reacting, but valid.

Yes, they do. However, their staff is small -- too small for the task. I was involved in a project a couple of years ago that required research into this process. My focus was mainly NC in terms of the athletes. The proliferation of charter schools and cutbacks here at the state level re: oversight of them has rendered the process pretty meaningless.
I don't want to reveal specifics, given this is a public forum. However, there are certainly HS diplomas out there that are pretty worthless. If the state of NC has difficulty monitoring that, the NCAA surely cannot.

I am speaking of schools that have a reputation for landing OAD recruits. If your school wins a recruiting battle against schools that are known to pay players, IMHO, you have something to worry about. I am not saying Duke has done this. I am not saying State did it with DS3. But, if that danger does come knocking on your door, it will be a storm far worse than what UNC just went through.

Chapel Hill, NC - On the 50th Anniversary of the famous "UNC Skates" decision by the now-defunct NCAA (National Collegiate Athletic Association), we take the time now to look back on the unforeseen impact of the decision and the UNC Curse that followed.
At the time of the ruling, UNC had come off of their 6th national title in Men's Basketball and was generally considered one of the Top 5 public universities in the country. Since that time, UNC has won not even one conference title, let alone National Championship. Thus, "The Curse" had begun.
Since the decision, UNC has been on probation 6 times, has lost accreditation once (if only for a week), and is now ranked ahead of only for-profit schools such as Strayer University.
Chapel Hill, once a lovely southern college town, has also fallen on hard times. Unemployment is only below 8% today because of the numbers of people who have moved out of the area. Store fronts that used to be home to boutiques now house pawn shops and "antique" shops that are nothing more than flea markets.
Many believe the nick name "Flint of the South" was only made possible by the NCAA and The Curse.

Not even the bi-annual live goat sacrifices on the main quad can cure this curse. What will it take? Calls for painting the Town Duke Blue have gone unanswered for years. Perhaps the time has come. Can we endure another 50 years like the last 50? If paying homage to Duke is the price, I say let's pay it! After all, they have won 12 Championships in the past 50 years and are still in everyone's top 5 academic institutions. They have had Student-Athletes that are doctors, lawyers, accountants, captains of industry, national leaders, senators, and even one President of the USA.

This is really unbelievable. It's like the COI thought it was April 1st. (I was worried when I saw Alberto Gonzalez was on the panel. Guess I was right.)
I too am wondering if it's time to give up on college sports. I stopped watching football years ago, and have found myself less and less interested in hoops, other than Duke and Northwestern. Now, the system is clearly broken. Jay Bilas is just wrong on this, at least from a moral and ethical point of view. I know I'll never listen to him again. If he's doing a Duke or Northwestern game, I either won't watch, or will turn the sound off.
Is there anything we fans can do, beyond obnoxious chants and t-shirts? Any kind of constructive action? I can't think of anything, but would love to hear from others.

Not really misunderstanding, and I never said it was invalid (certainly not my place). I guess I'd just question the definition of fanhood in your response. If people are not only going to stop putting their money into events (meaning watching or even reading about games) but will even go so far as to leave this forum, I'm not quite sure what's left. I don't know how you could go much further to give up your Duke fanhood. Maintaining an internal fondness for Duke is different.
Bilas is getting a lot of hate here today, and I get it. But, remember, Bilas is trained as an attorney. He wasn't looking at the issue from a moral or ethical point of view, but from a legal one. And, evidently, he was correct.
Also, given the outcome of this debacle, it is hard to argue that it wasn't a HUGE waste of money, time, and resources.
Grumble grumble.
We're all frustrated and upset today, and I get that. But Bilas has been wildly consistent in his message. And he hates the NCAA with the power of a thousand suns. Now the rest of us do too.
I think the only requirement should be that the athlete is enrolled in the college/university and leave it up to each school to impose additional requirements if they choose to.
