Potential matchup vs. UNC in the elite 8?
If Memphis is the host school, then no. If another school is the host, even if it's in Memphis, then they could. The only rules are that a host school cannot play at the site it hosts (I think).

No because once you play 4 games on a site your then considering it a "home court." It has been a bit of news in Philly this year with Villanova. The Cats normally play anywhere from 4-6 games in the Wachovia Center but since it is a first and second round destination they have scaled back, playing just 3 games there this year. They sort of went around it by playing 2 or 3 games this year at the Wachovia Spectrum which is a parking lot away.
The question has essentially already been answered but Memphis is the host school so they definitely cannot be placed in the South Regional. Just as Butler cannot be in the Midwest Regional and Arizona State cannot be in the West Regional.
