Can anyone post a poll or is that capability/privilege only available to certain posters?

I've been able to create them before; I don't see why you couldn't. You have to do it by starting a new thread. And iirc, you have to post the opening message first, then it will ask if you want to add a poll at the bottom. (But, my memory is fuzzy at the exact order.)

At the end of "Post New Thread", there is an option for "Post a poll". Check the box and click submit.
